📝 Job Description
The Chief Project Officer (Finance) will lead financial management, budgeting, reporting and fiduciary oversight for PPP projects under the Punjab Public Private Partnership Authority. The role requires strong technical knowledge of project finance, public sector accounting, financial modelling, compliance and stakeholder coordination. Candidates with direct PPP transaction experience will be preferred.
Key Responsibilities
- Lead financial planning, budgeting and forecasting for assigned PPP projects.
- Prepare and review financial models, feasibility analyses and value-for-money assessments.
- Ensure financial reporting, audit readiness and compliance with public finance rules.
- Coordinate with donors, private partners, legal and technical teams on transaction structuring.
- Manage fiduciary risk and implement financial controls and SOPs.
- Prepare periodic reports and present financial updates to senior management and stakeholders.
🎯 Experience & Qualifications
- Minimum Education: 16 years of education in Finance / Accounting (Masters or Bachelors (Hons)).
- Professional Certification: CFA, CA, ACCA, ACMA or CIMA (preferred but not mandatory if experience is strong).
- Experience: At least 12 years post-qualification experience in large-scale projects; PPP experience will be given preference.
- Skills: Financial modelling, project finance, public sector accounting, strong MS Excel skills, financial reporting, stakeholder management.
